Jammu and Kashmir Coalition of Civil Society, JKCCS, an independent rights group has decided to file a Public Interest Litigation, PIL against Kashmir’s Grand Mufti Bashir-ud-din Farooqi to know whether he was having proper authority to issue fatwas (decrees).
